line-height: 1.8; color: #374151\">\n    Drought is a natural characteristic of Cear\u00e1's semiarid region and has shaped the region's social, economic, and environmental development throughout its history. Although Cear\u00e1 has developed important strategies for living with water scarcity, drought continues to require continuous planning to reduce vulnerabilities and strengthen water resources management.\n<\/p>\n\n<p style=\"font-size: 16px; line-height: 1.8; color: #374151\">\n    Historically, drought responses have been predominantly reactive and emergency-driven, implemented only after the impacts have occurred. In perennial river valleys, this challenge is further intensified by the complexity of water management, which involves multiple reservoirs, diverse water users, and competing demands. In this context, proactive planning is essential to reduce the impacts of drought and strengthen the resilience and response capacity of affected territories.\n<\/p>\n\n<p style=\"font-size: 16px; line-height: 1.8; color: #374151\">\n    To address these challenges, the Chief Scientist Program \u2013 Water Resources, funded by the Cear\u00e1 Foundation for Scientific and Technological Development Support (FUNCAP) and developed in partnership with CEPAS\/UFC and COGERH, established the Proactive Drought Management Plans initiative. The program replaces reactive responses with participatory drought planning processes involving River Basin Committees, Reservoir Management Commissions, Valley Operation Commissions, COGERH Regional Offices, and universities. Together, these stakeholders define coordinated actions for the different stages of drought, enabling territories to anticipate and prepare for its impacts.\n<\/p>\n\n<p style=\"font-size: 16px; line-height: 1.8; Embora o Cear\u00e1 tenha desenvolvido importantes estrat\u00e9gias de conviv\u00eancia com a escassez h\u00eddrica, o fen\u00f4meno continua exigindo planejamento permanente para reduzir vulnerabilidades e fortalecer a gest\u00e3o dos recursos h\u00eddricos. Historicamente, as respostas \u00e0 seca foram predominantemente reativas e emergenciais, implementadas ap\u00f3s a ocorr\u00eancia de seus impactos. Nos vales perenizados, essa situa\u00e7\u00e3o \u00e9 agravada pela complexidade da gest\u00e3o da \u00e1gua, envolvendo m\u00faltiplos reservat\u00f3rios, usu\u00e1rios e conflitos de uso. Diante desse cen\u00e1rio, torna-se necess\u00e1rio planejar a\u00e7\u00f5es antecipadas que permitam reduzir os impactos das secas e aumentar a capacidade de resposta dos territ\u00f3rios. Frente a isso, o Programa Cientista Chefe em Recursos H\u00eddricos da Funda\u00e7\u00e3o Cearense de Apoio ao Desenvolvimento Cient\u00edfico e Tecnol\u00f3gico &#8211; FUNCAP, em parceria com o CEPAS\/UFC e a Cogerh, idealizou os Planos de Gest\u00e3o Proativa de Secas, os quais visam romper com o car\u00e1ter reativo e desenhar processos participativos de planejamento para as secas com o envolvimento dos Comit\u00eas de Bacia Hidrogr\u00e1fica, das Comiss\u00f5es Gestoras de Reservat\u00f3rios, das Comiss\u00f5es de Opera\u00e7\u00e3o dos Vales, das Ger\u00eancias Regionais da Cogerh e das universidades. Com isso, busca-se definir um conjunto de a\u00e7\u00f5es para os distintos momentos da seca, antecipando-se aos seus efeitos. O projeto tem como objetivo elaborar Planos de Gest\u00e3o Proativa de Seca dos Hidrossistemas e Vales Perenizados do estado do Cear\u00e1, proporcionando inova\u00e7\u00e3o de m\u00e9todos, t\u00e9cnicas e instrumentos de trabalho e de estrutura organizacional para a promo\u00e7\u00e3o da Pol\u00edtica de Gest\u00e3o Proativa de Secas no Cear\u00e1. Quem financia? O projeto \u00e9 financiado pela Funda\u00e7\u00e3o Cearense de Apoio ao Desenvolvimento Cient\u00edfico e Tecnol\u00f3gico (Funcap), em parceria com a Secretaria dos Recursos H\u00eddricos do Cear\u00e1 (SRH) e a Companhia de Gest\u00e3o dos Recursos H\u00eddricos do Cear\u00e1 (Cogerh). Quem participa? Diversos atores sociais comp\u00f5em o projeto, desde as equipes interdisciplinares de elabora\u00e7\u00e3o, os gestores da pol\u00edtica de recursos h\u00eddricos do Cear\u00e1 e os colegiados de participa\u00e7\u00e3o social, ou seja, Comit\u00eas de Bacia Hidrogr\u00e1fica, Comiss\u00f5es Gestoras de Reservat\u00f3rios e Comiss\u00f5es de Opera\u00e7\u00e3o dos Vales Perenizados. O que j\u00e1 entregou Em elabora\u00e7\u00e3o Previs\u00e3o 2026\u20132027 O Plano de Seca do Vale do Acara\u00fa foi iniciado em 2025 com a apresenta\u00e7\u00e3o da proposta ao Comit\u00ea de Bacia Hidrogr\u00e1fica. A elabora\u00e7\u00e3o dos planos para os vales do Acara\u00fa e Jaguaribe-Metropolitanas est\u00e1 prevista para 2026 e 2027. O que est\u00e1 produzindo Vale do Acara\u00fa Atualmente est\u00e1 sendo elaborado o diagn\u00f3stico do Vale do Acara\u00fa. Vale Jaguaribe\u2013Metropolitanas Est\u00e1 sendo desenvolvida a metodologia de modelagem e as etapas de elabora\u00e7\u00e3o do Plano do Jaguaribe-Metropolitanas. Qual impacto ele gera? A principal contribui\u00e7\u00e3o do projeto \u00e9 fortalecer uma gest\u00e3o proativa das secas no Cear\u00e1, rompendo com a perspectiva hist\u00f3rica de tratar a seca como um evento excepcional que demanda apenas respostas emergenciais.
