Development of Technological Management Tools for Water Resources Planning in the State of Ceará: Drought Planning for Hydrosystems

Drought is a recurring socio-natural phenomenon in Brazil's semiarid region. In the State of Ceará, decades of experience in living with drought have led to the development of a broad range of responses, including institutional and legal frameworks, water infrastructure investments, and social organization processes. However, drought management has historically been dominated by reactive approaches that treat drought as an exceptional and unexpected event. Such approaches are insufficient to address its complex challenges and impacts, resulting in significant social and economic costs while overlooking the extensive knowledge and experiences accumulated across the state's diverse territories.

To address these challenges, the Chief Scientist Program – Water Resources, funded by the Ceará Foundation for Scientific and Technological Development Support (FUNCAP) and developed in partnership with CEPAS/UFC and COGERH, established the Proactive Drought Management Plans initiative. The program replaces reactive responses with participatory drought planning processes involving River Basin Committees, Reservoir Management Commissions, Valley Operation Commissions, COGERH Regional Offices, and universities. Together, these stakeholders define coordinated actions for the different stages of drought, enabling territories to anticipate and prepare for its impacts.

The project's objective is to develop Proactive Drought Management Plans for the hydrosystems and perennial river valleys of the State of Ceará, while advancing innovative methods, techniques, management tools, and organizational approaches to support the implementation of Ceará's Proactive Drought Management Policy.

Who Funds This Project?

This project is funded by the Ceará Foundation for Scientific and Technological Development Support (FUNCAP),in partnership with the Ceará State Secretariat for Water Resources (SRH) and the Ceará Water Resources Management Company (COGERH)..

Who Participates?

The project brings together a wide range of stakeholders, including the interdisciplinary teams responsible for developing the plans, water resources managers from the State of Ceará, and participatory governance bodies, such as River Basin Committees, Reservoir Management Commissions and Perennial River Valley Operation Commissions..

Project Deliverables

27 Plans Completed
A total of 27 Proactive Drought Management Plans have been developed and published for hydrosystems across the State of Ceará.
SADGS System
A digital platform for monitoring Proactive Drought Management Plans, indicators, and climate adaptation measures.
1st Drought Seminar
The 1st Seminar on Droughts, Societies, Public Policies, and Climate Adaptation was held in November 2025 at COGERH.

What Impact Does the Project Generate?

The Proactive Drought Management Plans are part of a comprehensive risk management strategy for the State of Ceará, taking into account the unique water, environmental, and social characteristics of each territory. Their purpose is to strengthen drought preparedness by replacing a predominantly reactive approach with one that is preventive, proactive, and based on long-term planning.

The development of these plans involves COGERH's Regional Offices, Water System Management Commissions, and River Basin Committees, fostering a participatory process that values local knowledge, collective memories of drought, and the collaborative development of solutions.

The plans integrate three interconnected components:

Negotiated Water Allocation

A participatory process for defining how available water resources are allocated among different users within each water system.

Water Security Plan

Identifies water-related risks and establishes strategies to enhance water security and strengthen the resilience of water systems.

Proactive Drought Management Plan

Plans actions before, during, and after drought events, strengthening the preparedness and response capacity of communities and territories.

Why Does It Matter?

By anticipating the impacts of drought and promoting participatory planning, the Proactive Drought Management Plans strengthen the resilience of communities and territories, reduce the impacts of drought, and support sustainable coexistence with the semiarid region.
