Regulation of Public Irrigation Perimeters

The project entitled "Review, Development, and Improvement of Water Services Regulation in Brazil" proposes activities, distributed among goals and objectives, aimed at studying the current framework of irrigated perimeters in Brazil, focusing on regulatory, institutional, and operational aspects. Additionally, it seeks to understand international trends in the sector through the exchange of ideas, strategic technical visits, and engagement with national and international consultants. Furthermore, the project will facilitate discussions on the findings from the diagnosis, presenting the collected context to the relevant sector managers. Finally, the research will conclude with recommendations for the regulation of irrigation contracts in Brazil, along with the proposal of a regulatory model, including a timeline for its implementation.

Objectives

The general objective of this project is to conduct research that provides sustainable recommendations regarding the regulation of irrigation contracts in Brazil, promoting technical knowledge that can support the improvement of the regulatory framework in the national irrigation sector.

The specific objectives are as follows:
i. Conduct a survey of primary and secondary data on irrigated perimeters managed by DNOCS and CODEVASF;
ii. Study successful experiences through strategic exchange with national and international consultants;
iii. Evaluate institutional arrangements;
iv. Promote discussions with managers of strategic sectors;
v. Develop recommendations for the regulation of irrigation contracts in Brazil;
vi. Propose a regulatory model.
