Alocar: Risk management, allocation, and operation of the water resources system.

The ALOCAR Project, developed under the Chief Scientist Program on Water Resources, funded by the Ceará Foundation for Scientific and Technological Development (FUNCAP) in partnership with the Ceará Water Resources Management Company (COGERH), aims to contribute to the improvement of negotiated water allocation processes.

ALOCAR seeks to develop the historical record of water allocation in the state of Ceará, diagnose and analyze negotiated water allocation in each hydrographic region of the state, in order to map conflicts and create current strategies to manage them in each hydrographic region. The project also aims to develop a hydrological study of the uncertainties in the river regime and to operate hydrosystems for water allocation, constructing scenarios to optimize the system.

Through the project, it will be possible to establish a standard operational base for water allocation, define hydraulic-hydrological operation rules, including automation, for hydrosystems, and incorporate seasonal climate information into the negotiated allocation. The ALOCAR Project also identifies a social dimension, addressing the different interests and conflicts present in the hydrographic regions, providing training for institutional mediation, aiming to enhance social participation and increase community engagement.
