Development of Technological Management Tools for Water Resources Planning in the State of Ceará: Drought Planning for Hydrosystems

The research aims to develop a Proactive Drought Planning strategy to address the recurring droughts in Ceará, focusing on enabling the population to live with the semi-arid conditions, where droughts have been increasing in severity, intensity, and duration. The plan integrates water resources management, aiming at the operation of hydrosystems and perennialized valleys, with a focus on mitigating the impacts of drought. The research involves the analysis of climate variability, hydrological balance modeling, assessment of climate change impacts, and action planning. The drought management plan focuses on monitoring, forecasting, vulnerability analysis, benefiting the population of Ceará and various water uses.

The main objective of this project is to develop Proactive Drought Management Plans for the Hydrosystems and Perennialized Valleys of the state of Ceará, fostering innovation in methods, techniques, and working tools, as well as in organizational structure, to promote the Proactive Drought Management Policy in Ceará.

Specific Objectives

The specific objectives of this project are:
SO1: Provide management bodies with methodological strategies for developing operational drought plans.
SO2: Provide action plans with technical and scientific support for hydrosystems, serving as tools for adapting to climate extremes, particularly droughts.

Justification and benefits

The direct beneficiaries of this project are the social actors connected to the hydrosystems and valleys being analyzed, as the studies and actions to be developed within the scope of this research will enhance water security for urban supply, economic use, and ecosystem services.
The beneficiaries of proactive drought planning are all water uses in the hydrosystems and valleys, as well as their populations, as they will benefit from the identification of solutions related to water infrastructure and conservation measures, as well as mechanisms promoting the efficient, economically viable, and socially just use of water.
The Ceará Water Resources Management System is also a beneficiary of this study, as it will help solidify proactive drought management practices as public policy, breaking with the crisis-driven approach that has historically marked water resources management in the country.
