Proactive Drought Management Plans

The Proactive Drought Management Plans, a project arising from the Chief Scientist Program – Water Resources, aim to improve strategies related to drought planning, in partnership with COGERH and the Secretariat of Water Resources (SRH). It is a strategic, short-term, and operational plan that seeks to define actions capable of mitigating the impact of droughts on the water security of the State of Ceará, in alignment with the processes and participatory spaces established in the already existing negotiated water allocation, involving Basin Committees and Management Commissions.

The Proactive Drought Management Plans assist in defining water allocation between sectors and users, establishing mechanisms and criteria for monitoring, inspection, and operation of systems. Proactively, the plan has three fundamental pillars: preventive monitoring and early warning, vulnerability and impact assessment, and mitigation, as well as planning and response measures. Drought planning covers different spatial scales and purposes, such as urban water concessions, irrigation systems, hydrosystems, water supply for dispersed rural populations, and rainfed agriculture.

The scope of the Plan focuses on the water dimension and, within its operational framework, addresses two scales: river basins – providing guidelines, strategies, and information for mitigation, preparedness, and response to drought situations in the basin – and hydrosystems, observing both surface and groundwater supply, as well as water demand, in order to define allocation rules and drought levels with associated trigger procedures tailored for each region. The planning operates based on a methodological strategy consisting of diagnosis, which includes the dimension of drought perceptions and memories among social actors and the identification of impacts and vulnerabilities; planning, within the context of supply, demand, construction of drought stage scenarios, triggers, response goals, and an action plan, which can be mobilized in different drought periods; and finally, execution, involving implementation, monitoring, evaluation, and updating.
